Clicking on a table of contents link in a PDF doesn't take me to that section#577

To reproduce:
Click on a table of contents link in a PDF exported from Word.

Expected:
I’m taken to that section heading in the PDF in YNAW.

Actual
Links don’t appear in YNAW.

I’m taken to that heading in Mac Preview, so I know the functionality is there in the PDF format.
