Rate limit exceeded error#175

Occasionally users are getting a rate limit exceeded error.

Possible causes:

• Could be due to a user rate limit: if they have recently imported a lot, or are viewing a very nested list.
• Could be an overall rate limit if one person is importing a lot of files
  • If someone has imported their entire drive and is trying to view it.

Potential solutions:

• Add anonymous tracking for # of documents, # of requests
• Add a limit to import by move
• Add a limit to existing wiki

Additional steps:

• permissions.list could be adding a lot of requests
